Visitor Policy

 

General Procedure

We are proud of our schools and welcome visitors. To protect the security of our students and staff and the learning environment at our schools, visitors must adhere to the following guidelines:

  • All campus visitors must report to the school office at 141 South College Street, present a government-issued photo ID, sign in, state their reason for being on campus and obtain approval from the principal or designee.
  • All visitors to the campus shall wear a visitor name badge provided by the school office.
  • Visitors who wish to disseminate information to students or staff must comply with District board policies.  
  • Media representatives shall arrange visits to the district with the Superintendent of Schools.
  • Visitors must wear appropriate attire when visiting District schools.
  • The teacher and the principal approve a request for a parent and/or others to visit a classroom. Approval shall be subject to the classroom activities scheduled for the day of the requested visit and must be conducted following District policies.
  • Due to privacy issues, videotaping in the classroom by parents is not permitted. Exceptions shall be granted only by the superintendent or designee.
  • Visitors who fail to comply with these guidelines and/or district policies may be prohibited from visiting the school and other District Facilities. 

 

Raptor Visitor Management System

Roby Consolidated ISD is pleased to continue using our district’s Raptor Visitor Management System to strengthen our safety program for students and faculty. Part of keeping students and faculty safe is knowing who is in our buildings at all times, and the Raptor system will allow us to do that. The Raptor system will better allow us to screen visitors, contractors, and volunteers in our schools and provide a safer environment for our students and staff.

Part of keeping students and faculty safe is knowing who is in our buildings at all times, and the Raptor system will allow us to do that. The Raptor system will better allow us to screen visitors, contractors, and volunteers in our schools and provide a safer environment for our students and staff.

Upon entering a district building, visitors will be asked to present an ID such as a Driver’s License, which can be scanned or manually entered into the system. If a parent or guardian does not have a US government-issued ID, and upon approval from campus administration, the school staff member can use any form of identification and manually enter the person’s name into the Raptor system. The Raptor system will check to ensure that registered sexual offenders are not entering our school campuses without our knowledge. The Raptor system checks the visitor’s name and date of birth for comparison with a national database of registered sex offenders.

The registered sex offender database is the only official database checked by the Raptor system. No other data from the ID is gathered or recorded, and the information is not shared with any outside agency. Once entry is approved, Raptor will issue a badge that identifies the visitor, the date, and the purpose of their visit. A visitor’s badge will not be necessary for those who visit our schools to drop off an item in the office or pick up paperwork.

The safety of our students is our highest priority, and the Raptor visitor management system, allows us to quickly identify those that may present a danger to our students.

Raptor compares government-issued ID information to a database containing registered sex offenders from 50 states and local flags placed into Raptor by a school site. In the event of a match, Raptor alerts designated school officials.

Raptor enhances and automates visitor management. By proactively alerting personnel to specific potential threats, Raptor allows school administrators, office staff, and, at times, law enforcement to take appropriate steps to keep our students, employees, and visitors safe.

The system prints visitor badges for approved visitors that include the visitor’s name, photo, date, and destination. Those badges enable personnel within the building to quickly determine if visitors are in approved areas. All visitors must check out at the main office once they have completed their visit.

 

Unauthorized Persons: Refusal of Entry, Ejection, Identification

Section 37.105 of the Texas Education Code provides that a school administrator, school resource officer, or school district peace officer of a school district may refuse to allow a person to enter on or may eject a person from property under the district’s control if the person refuses to leave peaceably on request and:

  • the person poses a substantial risk of harm to any person; or the person behaves in a manner that is inappropriate for a school setting and
  • the administrator, resource officer, or peace officer issues a verbal warning to the person that the person’s behavior is inappropriate and may result in the person’s refusal of entry or ejection; and
  • the person persists in that behavior.

(b) Identification may be required of any person on the property.

(c) Each school district shall maintain a record of each verbal warning issued under Subsection (a)(2)(A), including the name of the person to whom the warning was issued and the date of issuance.

(d) At the time a person is refused entry to or ejected from a school district’s property under this section, the district shall provide to the person written information explaining the appeal process established under Subsection (h).

(e) If a parent or guardian of a child enrolled in a school district is refused entry to the district’s property under this section, the district shall accommodate the parent or guardian to ensure that the parent or guardian may participate in the child’s admission, review, and dismissal committee or in the child’s team established under Section 504, Rehabilitation Act of 1973 (29 U.S.C. Section 794), in accordance with federal law.

(f) The term of a person’s refusal of entry to or ejection from a school district’s property under this section may not exceed two years.

(g) A school district shall post on the district’s Internet website and each district campus shall post on any Internet website of the campus a notice regarding the provisions of this section, including the appeal process established under Subsection (h).

(h) The commissioner shall adopt rules to implement this section, including rules establishing a process for a person to appeal to the board of trustees of the school district the decision under Subsection (a) to refuse the person’s entry to or eject the person from the district’s property.

Appeals Process for Persons Ejected or Refused Entry to RCISD Property

Appeals regarding the refusal of entry or ejection from District property may be filed in accordance with District policy FNG (Local) or GF (Local), as appropriate. However, the timelines for the District’s grievance procedures shall be adjusted as necessary to permit the person filing the appeal to address the Board of Trustees in person within ninety (90) days unless the complaint is resolved before a Board hearing is held.
