Our Mission
As a leader in innovative, student-centered education, the mission of Roby Consolidated Independent School District is to ignite passion for life-long learning and successfully motivate and prepare all students to compete globally by ensuring they are engaged in diverse, rigorous, and relevant learning experiences that incorporate 21st Century skills.  Roby CISD will reach out to all parents and family members and implement programs, activities, and procedures for the involvement of parents and family members in programs consistent with the requirements of ESSA Section 1116. Such programs, activities, and procedures shall be planned and implemented with meaningful consultation with parents of participating children. [Section 1116 (a)(1)]

Our District Strategic Goals
Roby Consolidated ISD receives Title I, Part A funds.  Our goal is to plan and implement effective parent and family engagement activities to improve student academic achievement and school performance. Therefore, the Roby Consolidated ISD will develop jointly with, agree on with, and distribute to, parents and family members of participating children a written parent and family engagement policy. [Section 1116 (a)(2)]

Board Priority/ Superintendent Goals
RCISD will ensure a safe and secure environment for all District students, staff, and visitors and to ensure the school district is prepared to effectively respond to all emergencies that might affect the safety of students and staff.  RCISD will create and outstanding learning environment that equitably and appropriately challenges all students to reach their potential through a love of learning, mastery of the basics, and cultivation of high-order skills and postsecondary pathways.  RCISD will foster relational capacity, engagement, trust and confidence across all district stakeholders and partners: teachers, students, parents, administrators, school board and community.

Statement of Purpose
Roby Consolidated Independent School District is committed to providing quality education for every child in our district. An active partnership must be established with parents, families, and the community in order to achieve this goal. Parents play a very valuable role in education with their willingness to help teach their children at home, supporting the school and teachers, advocating for their child, and making decisions for their child along with the school. Parents will be included in all aspects of the Title I program. These partnerships and open lines of communication will enhance learning opportunities for every student. Students will be working toward mastery of grade level TEKS. The Title I program will provide assistance and support to students as needed to be successful on these grade level requirements.

Parent and Family Engagement in Developing the Policy
Roby Consolidated ISD will provide the coordination, technical assistance, and other support necessary to assist and build the capacity of all participating schools within the local educational agency.  The planning and implementing effective parent and family involvement activities to improve student academic achievement and school performance, which may include meaningful consultation with employers, business leaders, and philanthropic organizations, or individuals with expertise in effectively engaging parents and family members in education. [Section 1116 (a)(2)(B)]

Roby Consolidated ISD will involve parents in the activities of the schools served under this part, which may include establishing a parent advisory board comprised of a sufficient number and representative group of parents or family members served by the local educational agency to adequately represent the needs of the population for the purposes of developing, revising, and reviewing the parent and family engagement policy and provide such other reasonable support for parental engagement activities under this section as parents may request. [Section 1116 (a)(2)(F) and Section 1116 (e)(14)]

Roby CISD will be incorporated into the District’s Improvement Plan.  The policy will reflect the district’s expectations and objectives for meaningful parent and family involvement.  In past years, the district relied solely on the District’s Site-Based Decision-Making Committee to serve as the Parent/Community Advisory Committee as well.  For the 2022-2023 school year the district has added a new committee, the Family Engagement Committee, that will work in partnership with the Site-Based Decision-Making Committee to revise the District’s Improvement Plan.

Types of Parent and Family Involvement/Engagement
Roby CISD will provide a variety of parent and family engagement opportunities throughout the year. Parents may volunteer at the school as coordinated with the campus principal. The community may also participate in activities to encourage student success. The campus principal will coordinate activities with parents and the community that best meet the needs of the students.  A district meeting that includes parents/caregivers, families, community members and campus personnel to provide feedback and input on district plans, policies and budget allocation.  Meetings will be scheduled at a convenient time and location to participate in a comprehensive review of policy, budget and program for parent and family engagement.  RCISD will provide materials and training to help parents to work with their children to improve their children’s achievement, such as literacy training and using technology (including education about the harms of copyright piracy), as appropriate, to foster parental involvement; Section 1116 (e)(2)

The district will provide flexible parent and family engagement opportunities based on district needs and in a language that parents can understand.  Opportunities for parents and families to participate, as appropriate, in decisions related to the education of their children, and respond to any such suggestions. 

The district held its second annual listening sessions in February 2022.  Eight listening sessions were held on different days and times utilizing both face-to-face, online, and streaming.

Staff/Home Communication
Roby Consolidated ISD will provide the coordination, technical assistance, and other support necessary to assist and build the capacity of all participating schools within the local educational agency.  The planning and implementing effective parent and family involvement activities to improve student academic achievement and school performance, which may include meaningful consultation with employers, business leaders, and philanthropic organizations, or individuals with expertise in effectively engaging parents and family members in education. [Section 1116 (a)(2)(B)]  Roby Consolidated ISD will ensure all parent and family engagement opportunities are disseminated via all district forms of communications which include but not limited to and in a language that parents can understand:  Parent Square, school website, flyers, and social media.

Evaluation
Roby Consolidated ISD will conduct, with the meaningful involvement of parents and family members, an annual evaluation of the content and effectiveness of the parent and family engagement policy in improving the academic quality of all schools served under this part, including identifying — [Section 1116 (a)(2)(D)]

  • barriers to greater participation by parents in activities authorized by this section (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The needs of parents and family members to assist with the learning of their children, including engaging with school personnel and teachers.
  • strategies to support successful school and family interactions. 

Evaluations will be conducted through parent surveys, staff surveys, the Family Engagement Committee, and the District’s Site-Based Decision-Making Committee. The district and Elementary campus will use information gathered from these sources to adjust and refine the Parent and Family Engagement Plan as needed.

Roby Consolidated ISD will use the findings of such evaluation to design evidence-based strategies for more effective parental involvement, and to revise, if necessary, the parent and family engagement policies; and [Section 1116 (a)(2)] The parents will have an opportunity to complete an online survey during most events and provide feedback.

Engagement Opportunities Available for Parents
To ensure the effective engagement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, the Roby Consolidated ISD shall: [Section 1116 (e)] RCISD will provide assistance to parents of children served by the local educational agency, as appropriate, in understanding such topics as the challenging State academic standards, State and local academic assessments, the requirements of the parent and family engagement program, and how to monitor a child’s progress and work with educators to improve the achievement of their children; [Section 1116 (e)(1)]

Spring 2023

  • Disseminate Federal Report Card results to parents
  • Spring Title I follow-up annual parent meeting
  • Review Parent survey from various events
  • Consult with parents and families in the development, review and revision, and evaluation of the Schoolwide Plan/District Improvement Plan through the site-based decision making committee.
  • Provide to parents information about the level of achievement of the child in each of the required state academic assessments.

Educate teachers, specialized instructional support personnel, principals, and other school leaders, and other staff, with the assistance of parents, in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and the school; Section 1116 (e)(3)

Staff/Parent Communication
Roby CISD staff will communicate with parents in a timely manner, including progress reports and report cards. The district will provide parents with assistance with interpretation of any school communication as needed. We will communicate through notes to parents, postings to social media platforms, emails, phone calls, the district website and newspaper posts. 

School-Parent Compacts
Roby CISD has developed a School-Parent Compact with the parents of students participating in the Title I program. This compact will outline the opportunities for shared responsibilities between the district, parent, and student. These parties will all sign the compact in order to ensure the commitment to educational success.  The School-Parent Compact includes a consistent two-way communication process to notify parents of student academic performance and parent-teacher conferences.  School-Parent Compact will be disseminated to all parents/caregivers and available on the school website and in the language that parents/caregivers can understand.
